Bob J. Gobert
Owner

Background:
Bob Gobert is a native of Morgan City, Louisiana, where he joined the United States Coast Guard in March of 1982. Bob served in Morgan City, Louisiana; Lake Charles, Louisiana, St. Thomas, U.S.V.I., New York, NY, and Chicago, IL conducting facility surveys, vessel inspections, and training personnel in Incident Command and HAZWOPER. During this time Bob served as Incident Commander for spills and salvage operations, obtaining Minerals Management Services certification as a well-control supervisor. Bob received numerous awards encompassing waterways management, emergency response and government liaison. His response expertise and management skills were instrumental in the development, execution and evaluation of National Preparedness for Response Exercise Program (PREP) exercises and significantly enhanced the coordination of agencies, which increased the likelihood of a successful response to an incident.

Bob served as a Senior Chief Marine Science Technician prior to being selected as a Chief Warrant Officer. In the summer of 2001 he conducted Incident Command System (ICS) training sessions for more than 150 local, state and federal agency representatives and industry personnel. This training was later proved invaluable as ICS was used in response to the attacks on the World Trade Center. Bob was recognized for his incident management skills by being selected to the Coast Guard’s National Incident Management Team.

David E. Majors
Vice-President, Midwest Region

Background:
David Majors is a native of Stockton, Illinois, where he joined the United States Coast Guard in 1976. David served in Duluth, MN, Morro Bay, CA, Michigan City, IN, Manistee, MI, New York, NY, and Chicago, IL, conducting search and rescue and ship operations, managing fleet construction and maintenance projects, performing Marine Inspections, and training Marine Inspectors. During this time David served primarily as a Senior Marine Inspector. Holding all three major qualifications; Machinery, Hull, and Drydock, he was typically assigned to those foreign and domestic vessel inspections requiring the highest degree of Inspection skills and knowledge. David also acted as the Public Affairs Officer for MSO (later MSU) Chicago over a period of four years.

David received numerous awards during his Coast Guard career, encompassing search and rescue, project management, shipboard operations, and Marine Inspections. His expertise and management skills were instrumental in MSO Chicago placing within the top three commands (in their class) in three tries, including one first-place finish, in the Coast Guard’s annual Public Affairs competition. As a charter member of the Chicago “Christmas Ship” philanthropic event, his Public Affairs team attained national news coverage from all major TV networks for the event.

In 2006, David retired from the Coast Guard and joined Marsec Corporation where he serves as the Vice-President, Midwest Region. Since that time, he has drafted over fifty Facility and Vessel Security Plans, several of which have passed Coast Guard review with no corrections required. He also routinely performs annual security audits, and is Marsec’s primary creator of Maritime Security Exercise scripts.

Finally, David is a qualified instructor for, and performs the bulk of maintenance on, Marsec’s USCG/MARAD/DNV-Approved Vessel, Company, and Facility Security Officer Course and other Marsec Corporation Courses derived from it, ensuring they remain current and vital instruction tools.

David and his wife Amy, have four children and six grandchildren. They make their home in LaPorte, Indiana.

Robert L. Seale III
Maritime Security Consultant

Background: 
Rob has worked as Marsec’s Vice President of Gulf Coast Operations, and he now serves as a Maritime Security Consultant. Since joining Marsec in 2006, Rob has been instrumental in the company’s rapid expansion as a maritime services firm. In December 2002, Rob retired from active duty service in the United States Coast Guard completing a highly successful career spanning more than 22 years. During his service, he attained the rank of Lieutenant and received numerous commendations and awards. These citations included the Coast Guard Commendation Medal (two awards) and the Coast Guard Achievement Medal, among many others. While in the Coast Guard, he received extensive training and qualifications in the following areas:

Marine Investigator, including:

  • Marine Casualty Investigations,
  • Marine Violation Investigations, and
  • Suspension and Revocation Investigations;

Marine Inspector; Port Operations Specialist, including:

  • Pollution Response,
  • Contingency Planning,
  • Waterways Safety,
  • Port Safety and Security; and

12 years as Quartermaster (QM):

  • As a QM, Rob served aboard two CG Cutters, serving as Chief of Operations aboard the USCGC CHINCOTEAGUE (WPB-1320),
  • His other specialty assignments included Search and Rescue Planning, Army Corps of Engineer Permit Review (for navigational safety concerns along the Miss. River), and 8th CG District Aids to Navigation Positioning Trainer.

His experience upon retirement from the Coast Guard included 2-½ years as the Assistant Manager of C-Port Environmental Group (CPEG), Edison Chouest Offshore’s regulatory and compliance arm for shoreside environmental and security matters.

Education:
Rob attended high school at Pine Hills Academy in Gloster, Mississippi, graduating with honors in 1977. He attended the University of Mississippi, the University of New Orleans, Southwest Mississippi Junior College, Copiah-Lincoln Junior College, and Louisiana State University.

Personal:
He is married to the former Judith Marie Darcey of Bayou Blue, Louisiana. He has three children, Tony (26), Christine (24) and Emily (18) and two stepchildren, Chrystal (32) and Douglas (30). Rob and Judith are faithful members of the First Baptist Church of Houma, where Rob teaches the Fellowship of Friends Adult Sunday School Class. Judith is the secretary at S & H Engine Service in Houma. Rob and Judith’s interests include reading, movies, traveling, entertaining and attending the LSU Tiger football games.

 


Kent P. Lirette, CPP, PSP
Maritime Security Consultant

Background: 
Kent joined MARSEC as a Maritime Security Consultant in 2016.

After working for more than a decade as a communications system specialist, Kent began his career in the maritime industry in 1985. He worked in various levels of management and received extensive training in telecommunications, records management, project management, quality control, and crisis communications.

Kent began working in the maritime security industry in 2004 when he was named Facility Security Officer for a major international fabrication company. He later went on to serve as the Company Security Officer. In this position, Kent oversaw security of all vessels in the company’s Atlantic fleet. An active member of the ASIS International organization, Kent served as president of the New Orleans chapter for 4 years. He earned both his Certified Protection Professional (CPP) and Physical Security Professional (PSP) through ASIS International.

Beginning in 2003, Kent completed numerous FEMA ICS certifications, including 100, 200, 300, 400, 408, 700 and 800. He has also completed numerous trainings with the U.S. Coast Guard, the U.S. Department of Homeland Security, and the Centers for Disease Control. Most notably, Kent served as a member of the U. S. Coast Guard COTP Zone Morgan City Area Maritime Security Committee for 11 years and the local Emergency Preparedness Committee for Assumption Parish for more than a decade. He is also a Certified ISPS and ISM Lead Auditor and a Certified ISO9001-2008 Lead Auditor.

Personal:
A native of Houma, La., Kent is married to the former Loretta Rousseau of Paincourtville. They have lived in Thibodaux for the past 15 years. Kent and Loretta have one daughter, Nicki, who is married to Tony Boudreaux of Thibodaux, and two granddaughters, Adele and Corinne. Kent is a 4th Degree Knight of the Knights of Columbus and is active at St. Joseph Co-Cathedral church parish where he serves on the Pastoral Council and plays in the Life Teen Band. Kent enjoys playing and listening to music of all kinds and reading anything by Stuart Woods.
