Bob J. Gobert, President

Bob J. Gobert is a retired U.S. Coast Guard (U.S.C.G.) Officer and the founder of MARSEC Corporation, a consulting firm specializing in maritime safety and security. Bob has over 26 years experience in maritime safety and security; serving over 21 years in the United States Coast Guard and the last five as President of MARSEC Corp. Customers typically include federal agencies, port authorities, waterfront facilities, vessels, private security organizations, and Vessel Security Officers.

Bob has served as President of MARSEC Corp. since retiring from the U.S.C.G. in 2003. He has strived to give his customers solutions “now” for their peace of mind tomorrow. Assessments, plans, training, and reports submitted by MARSEC Corp. are routinely complimented by industry and compliance enforcement agencies.

MARSEC Corp. is currently comprised of personnel who have prior work experience through the U.S. Coast Guard, U.S. Army, petrochemical industry, and local enforcement agencies. MARSEC Corp. consultants possess a core experience in maritime safety and security, environmental compliance and response, investigations, incident command, third party vessel examinations, and training. MARSEC Corp. has acquired agency approval on hundreds of jobs over the last five years such as Facility and Vessel Security Assessment Reports, Facility and Vessel Security Plans, plan amendments, TWIC re-designations, response plans, operation manuals, and Alternative Hull Examinations.

Dear Company, Vessel, or Facility Security Officer:

I would like to thank our customers for allowing us to serve them over the last 5 years. It has been a pleasure assisting you with your security and environmental regulatory needs.

I am also pleased to announce our attached 2009 Maritime Transportation Security Act (MTSA) Training Schedule. A Course Approval Certificate was issued by DET NORSKE VERITAS New York (DNV) on behalf of the United States Coast Guard National Maritime Center (NMC) and the United States Maritime Administration (MARAD). The certificate states that the course is in compliance with the Guidelines for Maritime Security Training Course Providers, reference Federal Register February 8, 2005 (Volume 70, Number 25), and the following standards:

Regulations 13.1 (Part A and B), 13.2 (Part A and B) and 18.1 (Part A and B) of the International Ship and Port Facility Security (ISPS) Code;
• IMO Model Course 3.19 Ship Security Officer (2003 edition);
• IMO Model Course 3.20 Company Security Officer (2003 edition);
• IMO Model Course 3.21 Port Facility Security Officer (2003 edition); and
• STCW Convention 1978, as amended, Regulation VI/5.

VSO Refresher course approved!

MARSEC Corp. has recently received a Course Approval Certificate from DNV on behalf of the Coast Guard for Vessel Security Officer Refresher Course and accepting applications from students. Persons meeting the criteria in 33 CFR 104.215(d)(4)(i)(A) and (B) may successfully complete a Coast Guard accepted refresher course no later than July 1, 2009 , to fulfill the Coast Guard VSO course requirements. (same as for VSO course).

Prerequisite as follows: Persons must have prior to May 20, 2008 1) At least 6 months experience during the preceding three years; or 2) Successfully completed a VSO course that was not approved by the Maritime Administration (MARAD) on behalf of the Coast Guard.
To be eligible to take a refresher course, a person must present to the course provider documentary evidence that he or she meets the criteria listed above.

In addition to our training, MARSEC Corp. provides nation-wide consultant services assisting the Maritime Industry in achieving compliance with U.S. Coast Guard regulations. Our specialties include the areas of security, environmental response and planning, vessel/facility inspection, and vessel survey.

We are scheduling annual security audits and exercises, as required of vessels and facilities regulated under 33 Code of Federal Regulations (CFR). We are also accepting appointments to conduct Facility Security Assessments in order to update your plans in accordance with 33 CFR 105.410(f). The deadline for re-submittal of your plan is five years from original plan approval date.
