Bob Gobert,President, USCG, Retired
Bob Gobert is a native of Morgan City, Louisiana, where he
joined the United States Coast Guard in March of 1982. From
1982 to 1995 Bob served in Morgan City, Louisiana; Lake
Charles, Louisiana; and St. Thomas, U.S.V.I. In 1995 Bob
returned to Morgan City where he was assigned Assistant
Chief Marine Environmental Response, conducting facility
surveys and training personnel in Incident Command and
HAZWOPER. During this time Bob was Incident Commander for
spills and salvage operations, obtaining Minerals
Management Services certification as a well-control
supervisor and subsequently managed the successful well
control of 3 well blow-outs.
From 1995-1998 Bob was assigned as Chief of Response
Division in Chicago, Illinois. This position called on Bob
to manage the Port Operations Department encompassing
waterways management, emergency response and government
liaison. His response expertise and management skills were
instrumental in the development, execution and evaluation
of a National Preparedness for Response Exercise Program
(PREP) drill. The drill provided an in-depth evaluation of
response preparedness within the Indiana’s International
Port, and significantly enhanced the coordination of
agencies, which increased the likelihood of a successful
response to an incident.
In the spring of 1999 Bob was promoted to Senior Chief
Marine Science Technician and relocated to Activities New
York Environmental Protection Branch, directing the
investigation and response to more than 350 incidents. As
the Incident Commander for a heavy fuel oil spill in Little
Neck Bay, Queens, New York, he effectively directed the
federally funded response activities of more than 100
members of the multi-agency response and personally handled
numerous press conferences. In the summer of 2001 he
conducted 8 Incident Command System (ICS) training sessions
for more than 150 local, state and federal agency
representatives and industry personnel. This training was
later proved invaluable as ICS was used in response to the
attacks on the World Trade Center.
On June 1, 2001, Bob was commissioned as a Chief Warrant
Officer and transferred once again to Chicago where he was
assigned Assistant Chief Port Operations, a position
normally filled by a much senior officer. During this
period, he also held important positions as Planning
Section Chief for the Maritime Security Command Greater
Lake Michigan. Following the attacks of September 11, 2001,
he stood up the Incident Command System for consequence
management. As the Planning Officer he handpicked key
federal, state and local agency personnel, as well as
personnel from the marine industry, forming an elite group
that conducted the area’s first comprehensive risk
assessment that methodically identified port
vulnerabilities and developed risk-mitigation strategies
for critical infrastructure. He also conducted joint
exercises and exchanged training through his established
partnership with other agencies. Bob was pivotal in
planning and implementing the area’s first joint terrorist
exercise with the city of Chicago Police and Fire
Departments. His Incident Command and Security Training
proved to be essential facilitating superb interagency
integration while coordinating 30 high profile and
well-attended marine events such as the Chicago Air and
Water Show, Mackinaw Race and the recent Tall Ships, as
well as, for critical marine casualty responses. He also
was instrumental in developing the area’s Port Security
Committees. Bob was recognized for his incident management
skills by being selected to the Coast Guard’s National
Incident Management Team.

Dave is a native of Stockton Illinois. He holds a Batchelor
of Science from Excelsior College (New York). He enlisted
in the US Coast Guard in December of 1976.
During 1977 he worked at the search and rescue Station at
Duluth, MN. Staying in Duluth, he shifted to the Marine
Safety Office from 1978-1979 and worked in the Port
Operations Department managing oil spills and conducting
boardings of foreign vessels.
From 1980-1982 Dave had a West Coast tour as Assistant
Engineering Petty Officer on Coast Guard Cutter Cape Hedge
in Morro Bay, CA. After this sea tour, he returned to
search and rescue with tours at Stations Michigan City, IN
and Manistee, MI as the Engineering Petty Officer.
In 1986, he went back to sea again with a tour on Coast
Guard Cutter Sorrel, out of Governor’s Island, NY as the
Chief of the Auxiliary Engineering Department. 1990 –1995
found Dave working as a Type Desk officer at the
Maintenance & Logistics Command, Atlantic, providing
engineering support for all Coast Guard small boats
(<65’) east of the Rockies. Following a great many
successful projects involving the creation and contracting
of fleet-wide alterations and repairs to individual boats,
Dave was promoted to Chief Warrant Officer and went to the
Marine Inspection Office, in Manhattan’s Battery Park.
By 1997, having inspected a great many foreign and domestic
deep draft vessels, both passenger and freight, as well as
numerous barges and cruise boats, Dave achieved the status
of “Fully Qualified” Marine Inspector. His last year in New
York was spent as the Coast Guard’s resident Marine
Inspector at GMD Shipyard, located on the old Brooklyn Navy
Yard property, where he ensured proper repairs to
(primarily) Maritime Sealift Command vessels. In 1998, Dave
transferred to Coast Guard Marine Safety Office Chicago
where he acted as Assistant Chief of Inspections and as
Public Affairs Officer. Having remained there through his
Coast Guard retirement in 2006, he has personally inspected
the majority of foreign and domestic passenger vessels, (46
CFR Subchapter “D” and “O”) barges, and such deep-draft
foreign or domestic vessels as have visited the port. Being
a charter member of the Chicago’s Christmas Ship annual
charitable event, he also headed the Public Affairs team,
which received regional coverage on radio, print, and
television, and national coverage on all major TV networks.
His last project for the Coast Guard was as the resident
Marine Inspector, facilitating the construction of M/V Blue
Chip 2, the largest casino vessel in the United States.
Decorations: He has received 3 Coast Guard Achievement
Awards and 4 Meritorious Team Commendations. His Public
Affairs teams have received 3 awards for excellence in
Coast Guard public affairs.
Dave and his wife Amy, have four children and five
grandchildren. They make their home in LaPorte, Indiana.

Prior Experience
In December 2002, Rob retired from active duty service in
the United States Coast Guard completing a highly
successful career spanning more than 22 years. During his
service, he attained the rank of Lieutenant and received
numerous commendations and awards. These citations included
the Coast Guard Commendation Medal (two awards) and the
Coast Guard Achievement Medal, among many others. While in
the Coast Guard, he received extensive training and
qualifications in the following areas:
· Marine Investigator, including:
o Marine Casualty Investigations,
o Marine Violation Investigations, and
o Suspension and Revocation Investigations;
· Marine Inspector;
· Port Operations Specialist, including:
o Pollution Response,
o Contingency Planning,
o Waterways Safety,
o Port Safety and Security; and
· 12 years as Quartermaster (QM):
o As a QM, Rob served aboard two CG Cutters, serving as
Chief of Operations aboard the USCGC CHINCOTEAGUE
(WPB-1320),
o He had various specialty assignments including Search and
Rescue Planning, Army Corps of Engineer Permit Review (for
new installations along the Mississippi River – New Orleans
District), and 8th CG District Aids to Navigation
Positioning Trainer.
His experience upon retirement from the Coast Guard
included 2-½ years as the Assistant Manager of C-Port
Environmental Group (CPEG). CPEG was Edison Chouest
Offshore’s regulatory and compliance arm for shoreside
environmental and security matters.
